Microsoft has successfully resolved the issue and Microsoft 365 Web apps should now be appearing for all users.

Update
Microsoft is working on resolving the issue with some apps not being visible from the Microsoft 365 Portal. As of 11:38am they are 50% (mid-way) through resolving the issue and expect it to be fully fixed in the next hour.

Microsoft is experiencing an issue where apps aren’t visible from the Microsoft 365 Portal and are working on the issue. Office apps can still be accessed directly using http://microsoft365.com/launch/excel, replacing excel with the office app that you want to access. Teams, Outlook, and Sharepoint can be accessed using https://teams.com, https://outlook.com and https://sharepoint.com respectively.
